Processing trade is the strategic choice of China's reform and opening up, and an important way to contract transferred industry from overseas and participate in international division of labor. In the past thirty years, processing trade has made significant contributions to the economic and social development. Currently, processing trade is facing pressures, like down-sliding external demand, rising operating costs, increasing pressure of environment and resources, and fierce international competition. To promote transformation and upgrading of processing trade is becoming an important and urgent strategic task now as well as in the future.

I. Formulate ideas of guidance and orientation on transformation and upgrading of processing trade

To promote transformation and upgrading of processing trade is a major and clear-cut strategic task by Central Committee of the Party and the State Council. In accordance with the requirement for promoting transformation and upgrading of processing trade made by Central Committee of the Party and the State Council, Ministry of Commerce have proceed from reality, step by step, have constantly enriched the content of the work, and detailed work measures to push forward every work this year. In November, Ministry of Commerce, together with NDRC, MIIT, MOHRSS, GAC and SAT, introduced Guidance on Promoting Transformation and Upgrading of Processing Trade, in which detailed the methods, ideas and initiatives to promote transformation and upgrading of processing trade. It is the first guiding document at national level issued since the proposal of “guide the transformation and upgrading of processing trade” on the Third Plenary Session of the Sixteen Party Congress, and will play an important and far-reaching role in accelerating transformation and upgrading of processing trade.

II. Set the demonstrated areas and the pilot cities as the starting point to drive up overall development

Guangdong Province is the pioneer and the largest province in processing trade. It accounts for 1/4 of the country's total foreign trade and or nearly 40% of processing trade and plays a decisive role in the development pattern of China's processing trade. To promote transformation and upgrading of processing trade in Guangdong Province has great significance on accelerating the mode of foreign trade development in Guangdong as well as the whole nation, and promoting regional economic development coordinately.

In March, Ministry of Commerce and Guangdong Province signed an agreement on building the Pearl River Delta region as demonstration area of upgrading of processing trade. In August, Ministry of Commerce, MOHRSS, and GAC issued guidance on building the Pearl River Delta region as demonstrated area of upgrading of processing trade and clarified the specific policies and measures on supporting the building of demonstrated area.

In addition to Suzhou and Dongguan, the the pilot cities of transformation and upgrading of processing trade at the end of last year, Ministry of Commerce, MOHRSS and GAC, issued jointly in September, note on promoting pilot cites of transformation and upgrading of processing trade in Suzhou and Dongguan, and further clarified goal and policies and measures.
